Santa Monica Approves SaMo Bridge Program at Civic Auditorium to Address Homelessness and Root Causes of Criminal Behavior

Santa Monica Approves SaMo Bridge Program at Civic Auditorium Amid Resident Concerns

December 20, 2024 – SANTA MONICA, Calif.

The Santa Monica City Council has approved the SaMo Bridge program, a new initiative to address homelessness, substance abuse, and mental health challenges while offering alternatives to incarceration. Set to launch in the spring, the program will be based in a designated portion of the Civic Auditorium’s east parking lot and aims to break cycles of recidivism by providing a pathway to rehabilitation and stability.

Program Overview

At the heart of SaMo Bridge is a 24-hour “respite hub” to be located on the east side of the Civic Auditorium site. The hub will consist of two temporary trailers with onsite security and video monitoring. Individuals referred by law enforcement for low-level infractions—such as violating camping ordinances or loitering—can access meals, showers, and rest in a secure environment.

Once there, participants will meet with case managers to develop a 90-day personalized care plan. The plans are designed to connect individuals with resources such as mental health treatment, substance abuse programs, temporary housing, and assistance with essential documentation like IDs and benefits applications.

Participants can stay at the hub for a maximum of 72 hours, though most are expected to remain for six to 12 hours before being transitioned to appropriate long-term services. If individuals complete their 90-day care plan and remain connected to services, misdemeanor charges may not be filed, providing an incentive for compliance.

Funding and Additional Support

The program is funded through an $8 million grant awarded to the City Attorney’s Office and will operate alongside existing diversion initiatives, including STEP Court and the Alternatives to Incarceration Pre-Filing Diversion Program. Contracts have been awarded to organizations such as Exodus Recovery, Inc., which will manage the program’s day-to-day operations, and WillScot, which will provide the mobile trailers.

Additional services include program evaluation and fiscal audits by Moss Adams and grant consulting by Elizabeth Anderson Consulting. A dedicated analyst will also be hired to oversee data collection and ensure successful grant implementation.

Resident Concerns

While city leaders, including Chief of Police Ramon Batista, highlight the program’s potential to offer individuals a chance at recovery, some residents remain skeptical. Concerns have been raised about the location of the respite hub, with some questioning its proximity to residential neighborhoods and the potential for increased disruption.

Critics have suggested relocating the program to less central areas, such as the Santa Monica Airport, and have expressed doubts about the effectiveness of diversion programs based on past failures. Others have voiced a preference for stricter punitive measures rather than offering rehabilitation alternatives.

City’s Response and Public Engagement

Santa Monica officials emphasize the program’s comprehensive security measures and its focus on reducing crime by addressing its root causes. Housing and Human Services Director Heather Averick described SaMo Bridge as “a vital addition to the city’s toolbox for supporting individuals on their path to treatment and stable housing.”

To address public concerns, the city plans to conduct extensive outreach, including regular community meetings and a local advisory committee. The first public meeting will take place on January 22, 2025, during the Human Services Commission meeting, where residents will have an opportunity to voice their concerns and ask questions.

The city encourages residents to stay informed and participate in discussions as the program moves forward. For additional information, visit the City of Santa Monica’s website.

CRACKDOWN AT WESTMINSTER DOG PARK: Park Rangers Detain Homeless Man, Tow Vehicle Amid Parking Violations

On Friday, December 20, 2024, Los Angeles Park Rangers conducted an enforcement operation at Westminster Dog Park in Venice. A homeless man was detained and his vehicle was towed for violating Los Angeles Municipal Code (LAMC) Section 86.03, which limits parking in public park lots to two hours. The vehicle in question had been parked in the lot for an extended period and was found with three flat tires. Rangers allowed the man 15 minutes to remove his personal belongings before towing the car. In addition to the tow, Park Rangers issued multiple citations to other vehicles that had exceeded the two-hour parking limit. Many of these vehicles also had expired registration tags. Police Officers Arrest RV Owner for Stealing Electricity From City During Weekly Venice Cleanup

During a routine homeless encampment cleanup on Thursday, December 19, 2024, Los Angeles Police Department (LAPD) officers discovered an electric cable extending from a parked RV on Fourth Street in Venice, unlawfully tapping into city electrical infrastructure on the sidewalk.

Following their investigation, officers arrested the individual residing in the RV for violating California Penal Code (PC) 498(b), which prohibits the theft of utility services. The person was cited and released on-site, meaning they were not transported to jail but instead issued a citation with a promise to appear in court at a later date.

Under California's “cite and release” procedure, law enforcement provides a citation for suspected unlawful conduct without formally booking the accused into custody. The process allows the individual to remain free, provided they sign an agreement to attend a future court hearing.

Understanding Penal Code 498(b)

California PC 498(b) criminalizes the theft of utility services, including electricity, gas, and water. This includes:

  • Diverting utility services without payment
  • Tampering with utility meters or property
  • Making unauthorized utility connections
  • Using utility services without consent

Depending on the value of the stolen services and the offender’s criminal history, this violation may be charged as either a misdemeanor or felony. Consequences can include fines, custody time, and collateral effects such as immigration consequences or the suspension of professional licenses.

The Venice cleanup and subsequent arrest underscore the ongoing challenges posed by utility theft in areas impacted by homelessness.

Their duties include monitoring trains and platforms, addressing fare evasion, and upholding public safety standards. These efforts aim to mitigate criminal activity and provide a secure environment for commuters. The increased law enforcement presence has been part of a broader initiative to restore confidence in the Metro system. By deterring disruptive behavior and ensuring a safer transit experience, officials hope to encourage ridership while addressing concerns related to public safety. Passengers are encouraged to remain alert and report any unsafe situations. In emergencies, they should call 911, while non-emergency concerns can be directed to security personnel at 888.950.7233. The City of the Christmas Story’: Nativity Scenes Unveiled on Main Street

SANTA MONICA, Calif. — The cherished Santa Monica Nativity Scenes officially reopened at their new location on Sunday, December 8, 2024, bringing a sense of holiday nostalgia to the community. The event, hosted at 2311 Main Street, featured live music, refreshments, and a warm celebration of the 70-year-old tradition that has become synonymous with the city’s holiday season. Five of the eleven booths were on display, showcasing the enduring craftsmanship and community effort behind the iconic scenes. This year’s event highlighted the history of the Nativity Scenes, which date back to 1953, when Herb Spurgeon, a local businessman and civic leader, collaborated with Santa Monica churches to create the original displays. The booths, initially situated at Palisades Park, became a symbol of Santa Monica’s identity as “The City of the Christmas Story.” A variety of community leaders and churches, including St. Monica, Vintage Church, and the First United Methodist Church, have supported the tradition over the decades. The displays, originally featuring detailed dioramas and contributions such as Santa Monica College’s “Singing Cross,” reflect the spirit of unity and faith among residents. The displays were relocated to Main Street following logistical challenges and rising costs in recent years. Organizers have emphasized the importance of continued community support to refurbish and preserve the booths. Donations can be made at santamonicanativityscenes.org to ensure the longevity of this all-volunteer effort. The Nativity Scene remains open to visitors throughout the holiday season, continuing to spread joy and the story of Christmas to locals and tourists alike. Santa Monica Cracks Down on Overnight Parking with New Warning and Towing Signs

Santa Monica city officials installed a series of new warning signs earlier this week in an effort to enforce overnight parking restrictions at public beach lots. The initiative includes both standard signage detailing fines and towing fees as well as illuminated electronic signs that flash messages such as "VIOLATOR WILL BE TOWED" and "NO OVERNITE PARKING."

The standard warning signs specify penalties for violators, including a $63 no-parking fine, a $172.45 paperwork fee, and towing costs starting at $272, with daily storage fees beginning at $78. Medium and heavy-duty vehicles face even higher towing fees, which can exceed $500. The electronic signs further emphasize the city’s regulations prohibiting parking from 6 p.m. to 6 a.m., ensuring that the rules are clearly communicated at all hours.

The crackdown comes amid weeks of tension over overnight parking at Lot 5 near Santa Monica Beach, where RV and bus owners have frequently parked in violation of the rules. The lot has also been a focal point of an ongoing protest led by the Homeless Advocacy for a Constitutional Convention (HACC), which began on October 29, 2024, to advocate for systemic reform and unhoused individuals’ rights to occupy public spaces.

Santa Monica Closeup photojournalist Fabian Lewkowicz recently spoke with RV and bus residents who had previously parked overnight. Some explained that they preferred paying the $63 fine over relocating to RV campsites, citing the lot’s affordability and safety. However, since the installation of the new signs, there has been a noticeable reduction in overnight parking. Whether this is due to compliance with the regulations or a response to the financial burden of potential towing fees remains unclear.

The Santa Monica Police Department has yet to release a formal statement regarding its enforcement plans or potential actions for repeat violations. City officials, however, have indicated that towing may soon be implemented for vehicles with unpaid fines. The additional signage, especially the illuminated displays, appears to be reinforcing the city’s message and deterring parking violations.

As the situation continues to develop, residents, activists, and city officials remain engaged in addressing the overlapping concerns of parking enforcement, transient vehicle owners, and ongoing protests. Further updates will be provided as more information becomes available.
